Nero
Nero and his vile leadership lasted for 15 years, Rome suffered a lot. He was out on a killing spree during his reign and he executed tons who would go against his rule. Nero would frequent bars and whorehouses during his reign without even disguising himself. The Great Fire of Rome was attributed to Nero but he is not the one responsible. As a scapegoat, he blamed Christians and heavily persecuted them. They have them arrested and burned to death in DomusAurea.
