Idriss Deby, Chad
In 1990, his party rose to power in Chad and he was backed by Libya in the process. Since then, he held on to his seat and has been governing Chad for over two decades. Instead of using his power to develop his oil-rich country, it was used to strengthen his army so he can easily fend off political opponents. His administration is ridden with corruption scandals. Chad is one of the poorest countries in the world with lack of basic services for the people.
