Caligula
Caligula is the emperor at the top of the list. During his first years of reign, he was loved by many. He ordered the death of anyone who tried to go against him. He has been accused of the most lurid, depraved, and grotesque crimes against morality and humanity. He loves to torture by sawing. He would use the saw blade to fillet his victim from the crotch down to his chest with the victims passing out due to massive blood loss. This emperor even relishes chewing the testicles of the live victims, without even biting them off, while they are straddled upside down in front of him. He was considered the craziest and worst of the worst Roman emperors on record.
